JOB SUMMARY
Oversees the school system's student discipline process, consults with school-based administration on student discipline concerns, and interprets current policies and regulations.

ESSENTIAL DUTIES/RESPONSIBILITIES

• Evaluates and supervises the performance of Special Assistants.
• Ensures that hearings are scheduled and held within timeline constraints and ensures consistency among special assistants in conducting investigations and in writing findings and recommendations.
• Provides leadership in the review and implementation of the school system’s Code of Student Conduct and evaluates the consistency by which it is applied to all students. Reviews and recommends necessary changes to applicable Board policies and administrative regulations. Processes and documents all requests for appeals to the Superintendent and Board of Education. Provides oversight and supervision to matters involving conflict resolution or other related parent concerns at the Board level.
• Serves as the Superintendent’s designee to review all cases of extended suspension and expulsion. Develops and manages the re-entry process for students returning from extended suspension or expulsion.
• Oversees the behavioral support programs and assignment of students to these programs based on the nature of offense committed. Maintains an electronic tracking system to ensure due process and the seamless delivery of educational services; maintains records and data necessary for the preparation of reports, and prepares appropriate monthly reports. Completes all required processes related to bullying reporting and works with school administrators to respond to complex cases.
• Places adjudicated youth returning to school in a timely fashion. Monitors and reviews community offense cases and places students who are returning to school.
• Visits schools to evaluate student discipline and provide support to school based staff based on data review. Provides professional development and guidance to school administrators and other staff as needed to support laws, policies, and regulations related to discipline and school safety. Works cooperatively with school administrators and central office staff to facilitate and coordinate the implementation of services to students and to support individual student success plans and school performance outcomes of students returning from a discipline sanction. Provides policy, legal/procedural information, and guidance to school administrators seeking support to determine effective interventions and programs for students.
• Represents AACPS and serves on local and state committees related to student discipline. Works collaboratively with the Equity Office, School Security Officer, School Resource Officers, and local law enforcement officials, including but not limited to special projects.
• Provides for the timely preparation and submittal of reports, Board updates, evaluations, and plans necessary to maintain and improve school safety and discipline. Maintains a continuous evaluation of programs and activities for efficiency, effectiveness and economy.
• Responds to issues raised by Board Members, parents, employees, and students. Represents the school system at meetings of various civic, social, and professional organizations at the direction of the Superintendent or designee.
• Performs other related duties as assigned within the same classification or lower.

MINIMUM QUALIFICATIONS

Education

• Master's Degree in related field of education from a regionally accredited college or university required;
• Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.

Experience

• Ten (10) years progressively responsible professional experience in counseling and/or psychology required; and
• Seven (7) years successful administrative/supervisory experience required.
• Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.

• Demonstrated ability to effectively work and communicate with diverse populations.
• Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing, Microsoft Office Suite -Word, Excel, Outlook, and/or Power Point preferred).

Licenses and Certifications
Employee must retain active licenses, certifications, and enrollment as a condition of employment.

• Hold or be eligible for Educator Certification: Advanced Professional Certificate (APC) issued by Maryland State Department of Education (MSDE) preferred.
• Hold or be eligible for Educator Certification: Administrator I Certificate issued by Maryland State Department of Education (MSDE) preferred.
• Hold or be eligible for Driver's License (DL) Class C Non-Commercial issued by Maryland or State of Legal Residence (MVA/DMV) required; and
• Daily access to reliable transportation.

• Driving is required to conduct bona fide Board business that is within the scope of employment in this position.
