Manager: Comprehensive School Support

JOB SUMMARY
Supports the Department of Specialized Instruction and Early Intervention Services with the development of and implementation of MSDE's CCEIS grant. Through the use of project management, the Manager works collaboratively with internal and external stakeholders to develop and manage systems, processes and structures to ensure the efficient management of all grant activities. This includes performing a variety of tasks related System and school plans, ensuring effective problem solving as a means to eliminate Disproportionality. This position understands grant funds management, knowledge of the school system organization and the ability to work with team members from various offices in a professional and courteous manner. This position requires knowledge of RtI/MTSS tiered interventions and curriculum and instruction frameworks to support the acceleration of all students with gap elimination.

ESSENTIAL DUTIES/RESPONSIBILITIES

Organizes and manages the CCEIS Grant application process for special education and serves as the liaison to MSDE for grant implementation, including collaborating with multiple offices, community partners, MSDE and individuals involved with funding opportunities.
Supports team members and schools in the grant development process, including facilitating meetings, coordinating team members, setting timelines, data collection interpretation, writing, and editing.
Responsible for logistical planning and tactical execution of large-scale projects integrated within the grant
Manages implementation of various grant projects/ initiatives and requirements. Monitors school level implementation to ensure documentation of services meet grant requirements.
Collaborates with team members to ensure efficiency and effectiveness during all phases of the grant through project management structures. Ensures projects meet established completion and deadlines.
Participates in local, state, and federal monitoring initiatives, including analyzing multiple student achievement and performance data.
Works collaboratively with representatives from departments outside of Special Education including Budget, Payroll, Purchasing, Grants, Human Resources, Student Services and School Performance.
Independently researches and prepares responses to grant requirements/requests
Investigates and discovers instructional programs for students and adults that can leverage System results
Performs other related duties as assigned within the same classification or lower.

MINIMUM QUALIFICATIONS

Education

Bachelor's Degree in related field of education from a regionally accredited college or university required.
Master's Degree in related field of education from a regionally accredited college or university preferred.

Experience

Five (5) years professional experience in project management, grant development, financial operations or purchasing experience required; and
Three (3) years experience in a supervisory or management role required.
Experience in a Pre-K–12 public education environment preferred.

Knowledge, Skills, Abilities and Other Characteristics

Knowledge of grants development, application process and grant funding requirements; especially as they relate to public education.
Knowledge of the curricula of the public schools, including familiarity with State regulations and legislation.
Knowledge of State and National guidance on disproportionality, strategies for elimination inclusive of RtI/MTSS core, strategic, intensive tiers.
Excellent project management skills and ability to successfully manage multiple tasks simultaneously.
Proven organizational, analytical and planning skills.
Excellent verbal, written and presentation communication skills
Demonstrate the ability to effectively work and communicate with diverse populations.
Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing, Microsoft Project, Microsoft Office Suite – Word, Excel, Outlook, PowerPoint and/or preferred).

Licenses and Certifications
Employee must retain active licenses, certifications, and enrollment as a condition of employment.

Hold or be eligible for Educator Certification: Advanced Professional Certificate (APC) issued by Maryland State Department of Education (MSDE) preferred;
Hold or be eligible for Driver's License (DL) Class C Non-Commercial issued by Maryland or State of Legal Residence (MVA/DMV) required; and
Daily access to reliable transportation.

Driving is required to conduct bona fide Board business that is within the scope of employment in this position.
