JOB SUMMARY
Performs responsible and complex budget and accounting duties in support of the work of Community Schools sites and members of the professional staff. Work involves processing budgets, purchasing paperwork for community school sites, and establishing and maintaining detailed office records for community school audits and reporting. This position will require the incumbent to have a detailed knowledge of the Advantage Financial System, county accounting, purchasing and payroll procedures, and knowledge of the Community Schools wraparound services and grant allowable expenses. Supports school financial secretaries and community school program managers in navigating required processes for grant spending.

ESSENTIAL DUTIES/RESPONSIBILITIES

  • Performs complex financial and budget management responsibilities, including monthly budget reconciliations and maintaining expenditure justification documentation for assigned Community Schools sites.
  • Prepares purchase orders, maintains financial records and receives deliverables. Performs purchasing procedures in accordance with published guidelines. Enters price agreements, small procurement and requisitions for assigned Community Schools sites.
  • Maintains ordering paperwork for assigned Community Schools sites. Submits required documentation to accounting for payment of delivery orders, small procurements, and requisitions.
  • Works with office and school professional staff to monitor assigned Community Schools budgets. Researches inquiries from departmental staff regarding purchasing, budgeting, accounting, consultant agreements, and contract development.
  • Establishes, compiles, and maintains confidential records/files related to Community Schools. Creates, composes, and types correspondence and related transmittal documents. Prepares reports and other grant related documents for distribution, as needed
  • Assists the Director of Community Schools by compiling audit documentation and preparing budget reports as needed.
  • Assists the Director of Community Schools with training related to Community Schools grant management processes.
  • Performs other related duties as assigned within the same classification or lower.

Education

  • Associate's Degree in related field of education from a regionally accredited college or university required;
  • Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.

Experience

  • Three (3) years administrative experience with proven knowledge and application within the related field required;
  • Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.

Knowledge, Skills, Abilities and Other Characteristics

  • Thorough knowledge of the Board of Education and school operations, policies, and procedures.
  • Thorough knowledge of modern office practices and procedures, including strong written communication skills to include the use of business English in spelling, grammar, and usage.
  • Ability to maintain confidential and important operating records.
  • Ability to exercise initiative, tact, and good judgment in dealing with Board of Education personnel, school administrators and staff, contractors, and/or outside agencies, and the general public.
  • Knowledge of Blueprint law compliance and COMAR regulations in regard to budget and funding approval is strongly encouraged.
  • Demonstrated ability to effectively work and communicate with diverse populations.
  • Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing, Microsoft Office Suite -Word, Excel, Outlook, and/or PowerPoint preferred).For new permanent secretarial/clerical/technician hires, a minimum score on a preemployment assessment is required

Qualification Requirements for Employment in Higher Grade as a New Hire or Transfer requires:

  • Two (2) additional years successful experience required.
  • Achievement of Professional Certification or Certificate in Business or Technology, or Completion of coursework or workshops leading towards professional certification, as determined by the supervisor required.

Eligibility for Consideration for Advancement from Lower Grade to Higher Grade requires:

  • Two (2) years continuous successful experience in the position at the Lower Grade level.
  • Mastery of all responsibilities and duties of the position.
  • Evidence of completion of additional training that may be recommended by supervisor and/or participation in approved professional development programs or courses, approved in advance by the supervisor. Successful completion of a minimum of one professional development within the last two years is required. Successful completion of job specific professional developments identified on the job description, performance evaluations and/or the supervisor’s documented recommendation are required.
  • Achievement of identified goals as they relate to the needs of the district and as established by the supervisor.
  • Consistent maintenance of an effective and orderly work environment.
  • Consistent compliance with general office procedures such as standards contained in the AACPS Employee Handbook; demonstration of discretion and excellent customer service; regular and punctual attendance; and building dress code, including wearing AACPS ID badge.
  • Above Satisfactory overall job performance for the two most recent consecutive years of Performance Ratings.
  • Letter of Recommendation written by the supervisor.
