JOB SUMMARY
Works closely with executive level managers in the collection, tabulation, summary, and analysis of information to be used in the preparation and control of the budget for the county public school system.

ESSENTIAL DUTIES/RESPONSIBILITIES

  • Reviews, analyzes and makes projections of expenditures and revenues from Federal and State funding resources.
  • Gathers and compiles information to be used in preparing the school system budget.
  • Assists administrative personnel in the preparation of departmental budget estimates, and compiles information needed to justify budget requests.
  • Consults with departments to develop procedures to monitor expenditures and maximize the efficient utilization of resources.
  • Prepares recommendations for modification and improvement to chart of accounts based on analysis of management and organizational structures.
  • Develops methods, forms and procedures for effective budget formulation and management analysis.
  • Prepares routine and periodic reports; reviews enrollment projection data.
  • Confers with administrative and professional personnel on budget matters; attends meetings with the Board, the Superintendent, and the Chief Financial Officer.
  • Develops training materials and instructs staff in the use of the budget system.
  • Performs other related duties as assigned within the same classification or lower.

Education

  • Bachelor's Degree in Finance, Accounting, Business Administration, or applicable field of education from a regionally accredited college or university required;
  • Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.

Experience

  • Three (3) years professional experience in budget techniques and control, preferably within a public or governmental agency with experience in the application and use of major, centralized computer based accounting systems required;
  • One (1) year experience with financial and human resources mainframe applications/web-based such as Advantage Financial, Advantage HR, Performance budgeting or other budgeting software preferred.
  • One (1) year experience with word processing applications (Microsoft Word), internet research, Microsoft Outlook, and third party reporting tools such as Crystal Reports. preferred;
  • Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.

Knowledge, Skills, Abilities and Other Characteristics

  • Demonstrated expertise of PC/network systems for data base management and spreadsheet applications to include Microsoft Access/Excel
  • Knowledge of Performance Budgeting or other budgeting software is preferred,
  • Excellent communication and interpersonal skills, and ability to work closely with school system administrators, suppliers, and outside auditors.
  • Ability to create a positive environment that values, respects and leverages all employee talents while providing fair advancement for all employees.
  • Demonstrated ability to effectively work and communicate with diverse populations.
  • Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing, Microsoft Office Suite -Word, Excel, Outlook, and/or PowerPoint preferred).

Licenses and Certifications
Employee must retain active licenses, certifications, and enrollment as a condition of employment.

  • Based on assignment, Driver's License (DL) Class A Non-Commercial issued by Maryland or State of Legal Residence (MVA/DMV) required.
  • Daily access to reliable transportation.
