Director: Human Resources Operations
|
JOB SUMMARY Oversees all functions for the Division of Human Resources Operations which includes the areas of Benefits (employee and retiree) and Payroll. Responsible for designing, implementing, and managing comprehensive benefits packages and payroll processes to maximize efficiency and cost-effectiveness.
Additional Work Days/Hours Based on the assignment, the following additional work days and/or hours may be required as needed:

ESSENTIAL DUTIES/RESPONSIBILITIES
- Provides leadership for the HR Operations section of HR which includes the functions of Benefits (active & retiree) and Payroll. Evaluates performance of managers and support staff. Develops, implements, and oversees appropriate HR Operations procedures and controls.
- Works as a team member with Human Resources and Technology division personnel to coordinate changes and upgrades to the Human Resources Information System.
- Ensures compliance with relevant laws, regulations, negotiated agreements and Board Policy/Regulations as they relate to the functions within HR Operations.
- Oversees all aspects of employee benefits including health care, wellness, EAP, flexible spending, life insurance and other voluntary benefits. Coordinates the RFP process with Purchasing as required. Implements new benefits offerings as appropriate. Oversees the annual health care open enrollment process including review of experience for rate setting.
- Oversees the AACPS Supplemental Retirement Plan Committee and acts as a Plan Administrator.
- Maintains liaison with heads of other departments and external financial and retirement system auditors on HR Operations matters.
- Researches and resolves payroll, benefits and system related problems. Refers problems to appropriate outside agencies for resolution as appropriate.
- Interprets Board Policies and Regulations and HR procedures and coordinates their implementation. Makes recommendations for new Policies/Regulations and revisions to existing Policies/Regulations.
- Represents the division as assigned in meetings with other officials and organizations.
- Performs other related duties as assigned within the same classification or lower.

Education
- Master's Degree in Business or Public Administration, Human Resources Management, Finance, or a related field from a regionally accredited college or university required;
- Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.
Experience
- Ten (10) years progressively responsible professional experience in Human Resources Operations which includes the areas of employee and retiree benefits and employee payroll. required; and
- Seven (7) years management experience in the human resources, preferably in a governmental agency or public school system required;
- Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.

- Demonstrated ability to effectively work and communicate with diverse populations.
- Ability to travel and attend after hours or weekend division activities is essential.
- Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing, Microsoft Office Suite -Word, Excel, Outlook, Crystal Reports, and/or PowerPoint preferred).
Licenses and Certifications Employee must retain active licenses, certifications, and enrollment as a condition of employment.
- Hold or be eligible for Professional in Human Resources (PHR) issued by HR Certification Institute (HRCI) preferred; or
- Hold or be eligible for SHRM Certified Professional (SHRM-CP) issued by Society for Human Resource Management (SHRM) preferred; or
- Hold or be eligible for Fundamental Payroll Certification (FPC) issued by American Payroll Association preferred; or
- Hold or be eligible for Certified Payroll Professional (CPP) issued by American Payroll Association preferred; or
- Hold or be eligible for Project Management Professional (PMP) Certification issued by Project Management Institute (PMI) preferred.
- Hold or be eligible for Driver's License (DL) Class C Non-Commercial issued by Maryland or State of Legal Residence (MVA/DMV) required; and
- Daily access to reliable transportation.
